黨的二十屆三中全會(huì)通過(guò)的《中共中央關(guān)于進(jìn)一步全面深化改革 推進(jìn)中國(guó)式現(xiàn)代化的決定》(下稱(chēng)《決定》)提出，深化醫(yī)藥衛(wèi)生體制改革，促進(jìn)優(yōu)質(zhì)醫(yī)療資源擴(kuò)容下沉和區(qū)域均衡布局，強(qiáng)化基層醫(yī)療衛(wèi)生服務(wù)?！稕Q定》還提出，部署完善生成式人工智能發(fā)展和管理機(jī)制、建立人工智能安全監(jiān)管制度等。

　　相關(guān)話題，是意大利特倫托大學(xué)信息工程與計(jì)算機(jī)科學(xué)系教授福斯托·金奇利亞(Fausto Giunchiglia)的關(guān)注重點(diǎn)之一。他希望深入了解，中國(guó)將如何促進(jìn)醫(yī)療資源分配及推動(dòng)城市規(guī)劃，助力高質(zhì)量發(fā)展。

　　在中新網(wǎng)《問(wèn)答中國(guó)》欄目中，北京理工大學(xué)管理學(xué)院副研究員尹西明對(duì)金奇利亞的提問(wèn)，作出解答。他表示，人工智能作為一種先進(jìn)技術(shù)，可以大幅降低很多疾病的預(yù)診斷成本以及看病成本。此外，該技術(shù)還可以實(shí)現(xiàn)從看病到報(bào)銷(xiāo)一體化，提升基層在醫(yī)療資源分配上和醫(yī)療效率上的問(wèn)題。他指出，在智慧城市和交通規(guī)劃發(fā)展方面，人工智能將大有可為。(薛凌橋 陳天浩)

　　The resolution adopted by the 20th Central Committee of the Communist Party of China on further deepening reform comprehensively to advance Chinese modernization at its third plenary session has said that China will further reform the medical and healthcare systems. It requires the country do more to increase the availability of quality medical resources and ensure that such resources are channeled toward the community level and more evenly distributed among regions. The resolution also emphasized the importance of Artificial Intelligence (AI), noting that China will improve the mechanisms for developing and managing generative artificial intelligence, as well as strengthening the institutional oversight systems to ensure the safety of AI.

　　As a professor at University of Trento, Department of Information Engineering and Computer Science, Fausto Giunchiglia pays close attentions to the session. Raising questions on China’s high-quality development, he hopes to understand how will the country promotes the allocation of medical resources and advance urban planning.

　　In response to the questions, Yin Ximing, associate researcher at the School of Management in Beijing Institute of Technology, said that as an advanced technology, AI will substantially reduce cost of disease prediagnosis and medical treatment at many levels. AI will also enabled  one-stop service for medical treatment and reimbursement, thereby greatly improving the medical resources allocation and treatment efficiency at primary level.
